Case Study: GWEO Enterprise

The Guided Weapons and Explosive Ordnance Enterprise is building Australia's sovereign strike manufacturing capability, culminating in the country becoming the first nation outside the United States to assemble and fire its own GMLRS missile, at Woomera in April 2026. M2T Solutions worked alongside the GWEO Group and Department of Defence as an above the line technical consultant, supporting the engineering and governance foundations behind this milestone, from workforce planning to bilateral agreements with the United States.

Standing up a sovereign guided weapons manufacturing capability from the ground up meant building engineering governance, safety certification and workforce planning frameworks that did not yet exist in Australia. The program needed to align local manufacturing standards with the bilateral Australia and United States GWEO agreement, scale a technical workforce across a ten year horizon, and assure supply chain compliance, all while working toward a historic first, assembling and firing a GMLRS missile on Australian soil.

M2T Solutions supported the development of the inaugural GWEO Manufacturing Division Technical Governance Framework, the engineering system underpinning how guided weapons are manufactured in Australia. Our team contributed technical analysis for the Australia and United States GWEO agreement, helped design the workforce model for the Guided Weapons Production Capability across Australian Public Service, Defence and contractor roles, and supported Test and Evaluation Master Plans alongside supplier compliance assessments protecting the Commonwealth's procurement interests.

Our governance, safety and test and evaluation support contributed to the frameworks that validated and assured Australia's first domestically assembled and fired GMLRS missile at Woomera in April 2026. The Port Wakefield missile assembly facility opened in December 2025, giving Australia its first GMLRS assembly capability outside the United States. Alongside this, the bilateral agreement now supports planned production of up to 4,000 GMLRS rockets a year, ten times Australia's own requirements.
